Deadline: Wed, 08/10/2022 - 12:00pm Employer: NOAA Fisheries Job Field: Fisheries Job Type: Full Time Location: Regional/Multiple Location Detail: Long Beach, CA Sacramento, CA Portland, or OR Seattle, WA Job Description: Guide staff through the Operations, Management and Information (OMI) Services Divisions’ procurement process, assisting with developing Statements of Work (SOW), file documentation, writing memorandums, processing invoices, and cradle-to-grave contract administration that include closeouts. • Serve as a liaison on all Acquisition activities between the National Marine Fisheries Service (NMFS), the West Coast Region (WCR), and the National Oceanic & Atmospheric Administrations’ (NOAA) Acquisition and Grants Office (AGO). • Anticipate management problems to devise solutions in the form of operational policies or programs and ensure these policies are upheld with maximum efficiency and adhere to established laws and regulations. • Assist with project planning and a wide variety of acquisition program efforts; identify, develop, and lead acquisition and other administrative training; support the general planning and administrative needs of the work group; and utilize office automation tools to navigate, update, and maintain NOAA financial systems and databases. • Perform all of the required duties of a Contractor Officer Representative (COR), which include but are not limited to: 1) Developing procurement strategies for contracts, as well as coordinating the review, approval, and submission of contract documentation requiring approval from leadership; 2) Performing assessments for new and current contract activities, evaluating outcomes and taking corrective actions as appropriate; 3) Monitoring and assessing awardee performance to establish performance measures; and 4) Working with Project Officers and other program staff, to assist them in the development of required acquisition documents. Qualifications: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Assisting higher level specialists in preparing contracts and performing assessments throughout the acquisition process; and Assisting with monitoring contract activities, in order to evaluate outcomes and advise on corrective action. OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. NOTE: Only graduate education in excess of two years is qualifying for combination.
