Job Description:

This position will be responsible for acquiring property for the South Carolina Department of Natural Resources negotiating contracts, reviewing property due diligence items and moving projects through the government acquisition process steps. This person will also strategize and lead habitat protection efforts. Lastly, the position will serve to facilitate communication and evaluation of requests for use of DNR property and provide support and facilitate property rights management issues (e.g., access easements, licenses, land-conflicts, etc).

Qualifications:

A master's degree and four (4) years of related experience; or a bachelor's degree and five (5) years of related experience.

 

Preferred Qualifications

Related experience in business/public administration, real estate, natural or environmental resource management, or land use planning preferred. Ability to work with limited supervision, be self-motivated, and make independent decisions with regard to time management, establishing priorities and meeting deadlines. Executive level knowledge of the Department's mission and natural resource environmental interests. Specialized knowledge and experience in real estate acquisition, land planning and an understanding of natural resources management and ecological principles. Experience in the review of property related files such as deeds, plats, easements, deed restrictions, conservation easements, title opinions, phase I environmental site assessments, and building assessments, and the negotiation of contracts to acquire property. Knowledge of state procedures for acquiring land, the Department's structure and external conservation partners and land protection efforts. Ability to provide clear, concise and technically accurate information in both written and oral form about a property for agency staff, associated agency Boards, the Director, executive level staff, other boards and commissions, and members of the General Assembly as required. In addition, the employee must have the ability to use Microsoft Office (Word, Excel, PowerPoint, etc.); have effective oral and written communication skills in order to present technical information to peers, supervisors, elected officials, etc.; must be efficient and well-organized and possess a valid SC driver's license; ability to work in the office and travel to remote outdoor locations, including areas only accessible by foot or boat. Prefer the employee have the knowledge and ability to use LiDAR and ArcGIS.

Hiring Range minimum $63,707 to maximum $90,788
