This is not a State of Delaware merit position.  It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Construction Project Manager with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Fish and Wildlife.

JOB SUMMARY

The Construction Project Manager has a critical role in the construction of capital and non-capital projects within the Division of Fish and Wildlife.  The selected candidate will provide technical input related to construction means and methods during planning and design.  The position includes estimating the construction costs of projects to assist with budget development, and reviewing construction documents prior to bidding for constructability and consistency with operational standards. The position will directly manage projects occurring in multiple wildlife and fisheries areas.

ESSENTIAL FUNCTIONS

• Responsible for contributing to the planning, design, and construction phases of projects by providing technical input based on construction experience.
• Assists with the development of project cost estimates.
• Reviews construction plans at all phases to assure constructability, consistency with operational standards, and clarity.
• Serves as the liaison with central office staff during all phases of a project.
• Responsible for management of assigned construction projects. These projects may span across multiple parks throughout the state. Oversight may include coordination of multiple contractors; leading pre-construction, progress, and post- construction meetings; review and approval of payments; and recommending action on proposed change orders.
• Serves as the liaison between Division staff, central office staff, and contractors.
• Responsible for on-site construction review and inspection on assigned projects to assure compliance with plans and specifications, state laws, department and Division policies, and local ordinances.
• Uses information technology to document observations and maintain the project record.
• Resolves and/or coordinates the resolution to on-site problems.

JOB REQUIREMENTS 

Applicants must have the following:

1. Three years experience in construction project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of construction projects.
2. Three years experience in interpreting blueprints, schematics or technical drawings.
3. Six months experience in interpreting national and local building and fire codes.
4. Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.

CONDITIONS OF EMPLOYMENT

1. Applicants must be legally authorized to work in the United States.  The Conservation District participates in the Federal E-Verify system to confirm you are authorized to work in the U.S.  The Conservation District shall require verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary period without employment-based sponsorship.
2. The Conservation District does not provide sponsorship for holders of H-1B Visas.
3. Direct Deposit of paychecks is required of all new employees.
4. Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)

The Kent Conservation District offers a comprehensive benefits package, including:  37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.)  Health insurance and pension are also included in the benefits package.
