Job Summary:

In collaboration with the agency Director, the Commission’s Board of Directors, and the Governor of Georgia, the Deputy Director of the Georgia Forestry Commission (GFC) will lead efforts to create an environment and culture focused on fulfilling the agency’s mission, vision, and values. This will require full control over the agency’s processes; including managing the execution of a diverse range of support, operational, and programmatic activities to accomplish the agency’s long and short-term strategic goals and objectives. The successful candidate will oversee and evaluate effectiveness and efficiency of department activities: review and revise policies, procedures, plans and programs, and serve as second in command to the agency director providing leadership to direct reports and agency staff.

Job Responsibilities & Performance Standards

1. Serves as the director’s primary coordinator for evaluating projects and programs, determining the level of resources to be allocated, and providing oversight in the management of those resources when implemented.

· Defines, develops, and implements effective strategies for moving the organization forward.

· Ensures sufficient communication of information between all levels of the organization and successful implementation of strategies.

· Measures and identifies the critical success factors necessary to reach goals and required results and achieve the vision, and gauges progress based on these factors.

· Oversees customer support services and satisfaction.

· Responsible for overall operational performance and quality outcomes.

2. Leads in the identification and implementation of processes and fact-based changes, as needed to drive efficiencies across the agency.

· Reviews and analyzes data and information; gathers additional information as needed to drive continuous improvement.

· Monitors and proactively develops new directives to address trends, patterns, variances, and concerns that have potential impact on agency.

3. As delegated by the agency director, provides final approval on matters of significance, which may include all staffing actions, all construction projects, all out of state travel, major purchases and contracts, and the commitment of agency resources (people and equipment), as well as other items as deemed appropriate by the agency director.

· Assures timely completion of work and adherence to polices and procedure, identifying all necessary resources required and identifying potential barriers.

4. Monitors financial performance and risk profile; assists with, and provides consultation in, preparation of agency budget, providing guidance to Administration on contracts and purchases, as needed.

· Responsible for adherence to financial budgets, ensuring cost effectiveness and spending throughout the agency.

5. Supervises department chiefs and serves as a resource to them and their staff, providing field level knowledge and insight as well as focusing on agency business needs.

· Defines goals and expectations for direct reports; provides coaching guidance, and developmental opportunities; and evaluates performance.

· Works to develop strategies for effective hiring and training of key talent increasing engagement and empowering the provision of quality customer service.

· Coordinates efforts between and among departments and seeks out efficiencies.

· Directs coaching of agency staff in organization development and training.

· Identifies opportunities to improve delivery of services and information.

· Develops, defines, and implements technology advancement and improvement opportunities across agency.

6. Assists agency director in the management functions of the agency.

· Liaises with operations to foster communication, increase alignment and seek operational efficiencies.

· Monitors and manages changes/developments within the agency.

· Identifies specific needs and opportunities for individual or unit performance and process improvements by conducting assessments, reviewing previous design processes, and obtaining recommendations from staff and input from other professionals and analyzing results.

· Assists with legislative affairs, meetings, and presentations when director is unavailable or as guided by director.

· Represents the director and the agency on various committees or at various functions as needed.

Qualifications:

Minimum Qualifications: 4-year degree in forestry, natural resources, business, or a related field and seven years of progressive experience managing professional level staff OR ten years of related professional experience with seven years of progressive management experience at the level equivalent to the area of assignment. Knowledge of operational activities such as fire control, forest management, equipment used, and agency processes. Broad knowledge of organizational areas; ability to read, analyze and interpret data, situations, and business processes; ability to exercise tact and diplomacy in managing and leading change; good business skill acumen. Effective presentation skills. Highly proficient in Word and Excel. Must be able to report as needed to Macon.*

Preferred Qualifications: Ten or more years of experience with GFC or of demonstrated operational leadership, comprehensive knowledge and experience in the forestry industry, basic accounting college coursework, understanding of budget and legislative process, understanding of the diversity of Georgia and the external factors impacting the commission’s mission.
