General Description and Classification Standards

 

The purpose of this position is to manage and maintain greenspace properties acquired by the City of Atlanta Department of Watershed Management for water quality, stream buffer, and floodplain protection; and provide support for other watershed improvement projects. Uses, troubleshoots, and maintains a variety of products and equipment. May manage contractors and/or staff.

 

This is an experienced professional level capable of carrying out most assignments typical of the profession with limited guidance or review. This level would be considered a promotional level and attainable by incumbents in a work group who demonstrate the necessary knowledge, ability, and performance. Could be the only professional in this specialty in a work group.

 

Supervision Received

 

Performs work under general supervision with review and advice from manager or a senior level professional.

 

Responsibilities for Internal Candidates

Essential Duties & Responsibilities

Inspections/Compliance/Reporting

 

Ensure twice-yearly field inspections of Greenway properties as required by CSO Consent

Decree, and other greenspace properties

Ensure SOP compliance by landowners and utility crews on construction and maintenance projects; provide information and training

Maintain inspections database, GIS mapping, and report filing system.

Prepare compliance reports

Conduct field inspections for watershed improvement and green infrastructure projects.

Research and interpret guiding documents and regulations.

Maintenance and Tracking

 

Administer grounds maintenance contract (including hazard tree removals), in-house crews, workforce development. Assist in removal of trash, tires, and debris

Generate and track work orders, review invoices and authorize payments

Map and assess invasive species, trees and other features

Administer the installation of appropriate signage and security.

Stewardship/Restoration

 

Work with City and community resources to assess the condition and needs of the City’s natural areas and associated watersheds.

Help with development of long- and short-range forest management plans, and coordinate implementation

Oversee/monitor urban forest and streambank restoration projects

Assist with research and acquisition of outside funding sources for stewardship and restoration projects

Help oversee maintenance of DWM Greenway and Greenspace properties in coordination with other City departments, contractors, NGOs and community groups.

Community Involvement

 

Participate in community-driven master planning processes for use of greenspace properties

Administer legal agreements with community groups to manage and maintain properties

Administer requests for public access on Department-owned property.

Management/Training/Administration

 

Manage service contracts or City crews as necessary.

Manage and train inspectors on semi-annual Greenway inspections.

Prepare annual budget for equipment, personnel, and supplies.

Research real estate records to respond to information requests.

Ensure security and safety in field operations.

Follows standardized procedures and written instructions to accomplish assigned tasks. Selects from multiple procedures and methods to accomplish tasks.

 

Leadership Provided

 

Routinely provides training and/or project leadership to less experienced professionals or support staff. May supervise clerical or support staff, contractors, interns, staff work groups, or volunteers.

 

Knowledge, Skills & Abilities

 

This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

 

Knowledge of natural areas management and native plant communities with emphasis on identification and control of invasive plants.

Knowledge of native plant communities including field identification.

Knowledge of restoration techniques for natural areas and stream banks.

Ability to create site-specific forest management plans for properties impacted by invasive plants including manual and chemical controls.

Ability to manage contracted crews in the field to ensure quality control on services performed.

Able and willing to travel on foot into large, undeveloped urban parcels.

Proficiency with electronic data/document organization; GIS/GPS experience preferred.

Proficiency with writing reports to state/federal compliance standards.

Ability to communicate professionally and effectively with the general public and City personnel.

Some knowledge of terms associated with wastewater and stormwater management.

Knowledge of state and federal regulations.

Ability to operate City vehicle.

Qualifications:

Minimum Qualifications – Education and Experience

 

Associates degree in a related field (Forestry, Landscape Architecture, Ecology, Natural Resource Management, Parks management, Biology, etc.) plus three years of experience with land management (including invasive plant control), restoration, or environmental monitoring, or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job. Must possess a valid Georgia driver’s license.

 

Preferred Education & Experience

 

Bachelor’s degree or higher in a related field listed above and 5 years of related field engineering or natural resource management experience including 1 year of leadership/supervisory experience; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

 

Licensures and Certifications

 

No license or certificate required, however Ga Erosion and Sedimentation Control certification preferred, or to be acquired upon hire.

 

Essential Capabilities and Work Environment

 

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job. Must be able and willing to travel on foot into large, undeveloped forested parcels; install signage, pick up trash, remove brush, and other landscape maintenance activities.
