Duties

This Division provides overall staff direction on biological issues affecting management and operation of the National Wildlife Refuge System (NWRS). This national biological inventory and monitoring (I & M) program effectively implements the National Wildlife Refuge System Improvement Act. As a Fish and Wildlife Biologist (Inventory and Monitoring Team Data Manager) your duties will include but are not limited to the following:

  • Plans research project designs and monitoring progress of studies by reviewing project proposals, providing estimates of work hours requirements, and advising on the most efficient sequencing of events.
  • Discusses new procedures, assists in evaluating recommendations and facilitates the accomplishment of project objectives. Prepares alternative strategies to collect, structure and analyze natural resource data.
  • Designs systems and programs for the conversion, management, analysis and display of geographic data utilizing computer graphics equipment.
  • Serves as the systems analyst expert and conducts needs analysis to determine system requirements and specifications for designing, maintaining and improving existing applications and complex databases that bridge multiple workspaces.
  • Develops presentations for conferences and meetings, and writes articles about uses and applications of I&M data for natural resource management.
  • Design, construct, and utilize custom software applications to enable efficient generation of statistical models, spatial overlay analysis, and outcome. Application development is accomplished using common programming/scripting languages such as FME, R, Python, SQL and MS Office 365 apps, such as Power Apps and Power BI.
  • Supervises a small professional team (3 employees) in a variety of scientific database management and I&M studies and programs. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; develops performance standards and evaluations, etc.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.



Basic Requirement:

A. I possess a Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: Transcripts required.

B. I possess a combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. NOTE: Transcripts required and your resume must contain sufficient detail, e.g., begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration to meet this standard.



Minimum Qualification [GS-12]

I possess 1 year of specialized experience equivalent to at least the GS-11 grade Level that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Examples of specialized experience may include: 1) Acquiring and managing spatial and non-spatial data to support natural resource conservation efforts; 2) Designing a relational database using MSAccess, SQLServer or ArcGIS; 3) Using statistical processing software, geographic information systems (GIS) software, or spreadsheet programs to perform data analysis and statistical evaluation of scientific data; 4) Developing data dictionaries and metadata to document and describe spatial and non-spatial datasets; 5) Performing quality control procedures to detect and repair data quality issues; 5) leading others in performance of the work related to this position. NOTE: Your resume must contain sufficient detail at this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.



PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.



GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PCS INFORMATION: Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable.

  • In addition, relocation discretionary entitlements May be authorized for this position excluding contractor-provided home sale.

Salary:
$93,076 - $120,999 per year
