Job Description:

Duties

Provides wide support for the operations, technical and administrative management of fire related research including managing staff Fireline qualifications and training and advising scientists on work related to wildland fire behavior.

leads planning of research prescribed fires and coordinating with fire management cooperators.

The incumbent provides support for the technical and administrative management of data collection activities related to collaborative research efforts and dissemination of knowledge and products resulting from the experiments to agency leadership.

Assists senior staff in preparing reports, defining results of analyses, stating results, and making recommendations as appropriate.

Plans deployment collects and analyses fire behavior data using infrared thermographic systems and other technology. Summarizes and analyzes spatial fire behavior data and interprets fire management implications.

Leads development of solutions to significant problems covering diverse and conflicting fire management situations and assignments.

Provides advice and assistance to devise solutions that meet the varied interests of federal, state and local wildland fire managers across national, regional and local levels.

Evaluates the effect of a particular fire management strategy on other forest resources and extends, modifies or adapts conventional procedures to resolve resource issues in a particular state or region of the southeast.

Qualifications:

Basic Requirement:

Required Education (Professional/Scientific) (HR/SME):

- Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

-Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

-Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

-Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation,

statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-12: You must have one year specialized experience equivalent to the GS11 in the Federal service. Specialized experience is defined as of the following: Supporting fire related research operations, including technical and administrative management such as managing staff fireline qualifications and training, and advising scientists on work related to wildland fire behavior and fire effects research. Writing interpretive reports or portions of reports related to prescribed fire and creating and presenting oral AND written presentations or training on fire ecology, fire effects, or fire behavior to a variety of audiences that may include firefighters, scientists, land managers, and the public.

Selective Placement Factor:

Must have successfully completed the Primary IFPM Core Requirement of NWCG Prescribed Fire Burn Boss Type 2 (RXB2) OR are currently a Prescribed Fire Burn Boss Type 2 (RXB2) TRAINEE.

In order to be considered for this position, copies of your Incident Qualification and Certification System (IQCS) Master Record (or equivalent training documents) which contain documented proof of the certification or attainment of the IFPM Selective Placement Factor for this position MUST be attached to your application. Red cards are not acceptable documentation. Currency Requirement: Required to maintain currency once hired into the position. Currency of NWCG qualifications is not required for selection. Failure to provide this documentation will result in disqualification.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Must pass the Work Capacity Test for certain Interagency Fire Program Management or Fire Program Management positions.

Must be a U.S. Citizen or National.

Males born after 12-31-59 must be registered for Selective Service or exempt.

Subject to satisfactory adjudication of background investigation and/or fingerprint check.

Successful completion of one-year probationary period, unless previously served.
