Employer Spokane Tribe of Indians Job Description, Responsibilities and Required Qualifications or Skills VACANCY ANN#: STOI- 25-007TITLE: FORESTRY ACCOUNTANTDEPARTMENT: DNRSUPERVISOR: FOREST MANAGERLOCATION: WELLPINIT, WA STATUS: FULL-TIME, NON-EXEMPTRATE OF PAY: $24.06 - $29.50 / PER HOUR OPENING DATE: FEBRUARY 3, 2025CLOSING DATE: FEBRUARY 17, 2025 INTRODUCTION:Under the supervision of the Forest Manager, incumbent has full responsibility for maintenance of timber sale accounts by using both electronic data processing and hand posting methods. Is responsible for completeness and accuracy of all timber records input and output data used forreceipt and disbursement of approximately all annual timber sale revenue. Prepares correspondence, reports, forms statistical charts and files correspondence according to Bureau and Tribal requirements. Follows branch of forestry procedures for double-checking all timber records, vouchers and payment transfers within the tribal log ledger accounting software program. MAJOR DUTIES AND RESPONSIBILITIES:Initiates timber records for each new logging unit contract by (1) requesting Title Status Reports from Branch of Realty for allotments in sale; (2) checking accuracy of allottee shares; (3) computing life-use interests; (4) preparing Powers of Attorney forms for each allottee shareholder; (5) in coordination with the Office of the Special Trustee (OST), establishes accounts for all timber sales and paid permits requiring monetary transfers.Computes advanced deposits for any contract with that requirement. Informs purchaser of such with a letter by requesting funds and processing each deposit through the BIA lockbox ensuring deposit is credited to the proper account.Maintains manual cuff account to monitor advance deposit balances during time waiting for computer printouts. Requests additional advance deposits from purchaser to cover active logging as needed so payment does not drop below minimum balance.Posts volume information gathered from tribal log ledger program into TAAMS for reporting and payment purposes. Reports include scale reports and report of timber cut. Performs a monthly reconciliation and recapitulation of all accounts to assure tribal log ledger program and TAAMS are in balance.TAAMS procedures are used to debit purchasers’ advance deposit accounts to credit accounts for: (1) Tribal Stumpage (2) Forest Management Deductions (3) Regular IIMAccounts for distribution to allotment land owners.Transfer of Forest Management Deductions to Spokane Tribe for reimbursement of tribal costs monthlyResponsible for initiating and monitoring direct payments for tribal stumpage from Tribal Enterprises to the Spokane Tribe.Maintains fiscal year cuff account for Tribal Obligations and Administrative Fees. Coordinates Trust Asset and Accounting Management System (TAAMS) procedures with agency OST, and Realty offices.Checks accuracy of annual fiscal year EDP printout and prepares Analysis of Obligation for volume and value cut.Updates the Forest Manager regarding timber sales and income for individual allottees.Prepares Wood Cutting Permits according to Tribal Policy.Closes timber records for each logging unit contracted by: (1) Preparing Statements of Completion and Summary of Operation Reports; (2) Mailing documents for concurrence signing by purchaser, Forest Manager and Superintendent; (3) Requesting Approving Officer’s authority to close sale and refund unobligated balance of advance deposits and performance bonds, if required; (4) Preparing Refund Voucher to purchaser to refund unused balance of advance deposits and performance bonds, if required; (5) Notifying purchaser of closure and mailing copies of Statements of completion and Summary of Operations for purchaser and his surety; (6) Retaining for local file chrono, contract and appurtenant documents distribution or work file, cuff accounts and IDP control accounts.Assists with preparing Timber Cutting Permits for resale of forest products, according to Tribal Policy. Handles income generated from permits in same manner as for contracted timber sales.Drafts letters and reports according to BIA Standard Operating Procedures, Agency and Branch policies as requested for the Branch of forestry.Accomplished needed branch correspondence filing in an orderly manner, keeps filing current.Performs other duties as needed by the Forest Manager.As an incidental duty, operates a government owned or leased automobile. MINIMUM REQUIREMENTS:2 years demonstrated professional accounting experience requiredValid Drivers License and a good driving recordDemonstrated experience maintaining accurate financial records and statementsImpeccable organizational skills and the ability to multi-taskComputer experience required, specifically MS Word, Excel, log ledger and/or other log scale softwareAbility to effectively communicate between Forestry, BIA, and Spokane Tribal EnterprisesMust have an understanding of all aspects of a timber sale and how to properly close out tribal timber sales CERTIFICATIONS:Forestry TAAMS Certification strongly preferred, or must obtain within one year of hire PREFERRED QUALIFICATIONS:Associates degree in accountingPrevious experience with Forestry Accounting and record keeping for multiple timber salesTAAMS Certification *Indian Preference Applies – Indian Preference grants preference to any enrolled member of a federally recognized tribe.
