Job Description:

The Pathways Recent Graduate Program is for recently graduated or graduating individuals who are looking for developmental experiences in the Federal Government intended to promote possible careers in the civil service. Recent Graduates will serve on this appointment for one year learning the fundamentals of the position for which they can be converted. Duties 

  • Knowledge of Geographic Information Systems, technology, remote sensing Technology and aerial imagery, and Global Positioning System (GPS) technology and methods to solve problems and design new methods where established methods and procedures.
  • Serves as a developmental Geographic Information Systems (GIS) Specialist for NRCS activities in the assigned State.
  • Performs a range of GIS assignments designed to provide experience and training in the application of Geographic Information Systems.
  • Establishes data mapping to support geospatial data users and a range of spatial information to deliver natural resources conservation across the State.
  • Performs duties in a supportive manner of a safe and healthy work environment.
  • Exercises caution and maintains all safety requirements when exposed to dangerous objects, chemicals, and extreme temperatures.
Qualifications:

Basic Requirements:

For the GS-05 level:

  • Degree: must possess a 4-year course of study leading to a bachelor's degree
  • OR Combination of education and experience:courses equivalent to a major and experience which demonstrates knowledge (such as would be acquired through pertinent education, experience, training, or independent study) of basic principles, concepts, and methodology of a professional or administrative occupation, and skill in applying this knowledge in carrying out elementary assignments, operations, or procedures.

GS-7 Grade Level: In addition to meeting one of the Basic Requirements above, applicants must meet the following Minimum Qualification requirement in order to be considered for this position:



Specialized Experience
: you must possess at least one year specialized experience equivalent to the GS-05 level or higher in the Federal service (or private sector equivalent), demonstrating knowledge of Geographic Information Systems (GIS) technology, remote sensing technology and aerial imagery, and Global Positioning System (GPS) technology and methods to solve problems and design new methods where established methods and procedures are inapplicable or are unavailable.



OR Superior academic achievement in a bachelor's degree a curriculum directly related to the work of the position. To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a related discipline, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society;

OR Education Substitution: One (1) year of graduate-level education directly related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.



OR Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.



GS-9 Grade Level: In addition to meeting one of the Basic Requirements above, applicants must meet the following Minimum Qualification requirement in order to be considered for this position:

  • Specialized Experience: To qualify for the GS-09 grade level, you must possess at least one year specialized experience equivalent to the GS-07 level or higher in the Federal service (or private sector equivalent), demonstrating practical knowledge of geospatial data analysis methods to perform calculations and provide analysis products in the form of maps, figures, tables, charts or other media.
  • OR Substitution of Education in Lieu of Specialized Experience: Possess two years of progressively higher level graduate education (or expect to complete within 120 days of closing date of announcement) leading to a master's degree, or master's, or equivalent graduate degree LL.B. or J.D., in public affairs or a course of study directly related to the position.
  • OR Possess a combination of graduate-level education and experience: as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

  • Education Status: Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met. Recent Graduate appointments may not exceed two years. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.

  • Physical Demands: Work is primarily sedentary although some travel will be required including visits to field offices. No unusual physical demands are required to perform the work.
  • Work Environment: Work is typically performed in office setting and conference rooms. Travel is required, though infrequent, for visits to customers, other military installations, and other government agencies.
  • Conversion/Promotion to the next higher grade may occur without further competition once all legal and regulatory requirements are met to include management's certification of the continuing need for performance of duties at the higher grade level. This position has promotion potential to the GS-11 grade level. Conversion/Promotion is not guaranteed.
  • This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
