Job Description:

Why does the job exist?

The purpose of this position is to coordinate the development, implementation, and public presentation of fish and wildlife habitat restoration projects on federal public lands throughout the State of New Mexico. This position is approximately split (50/50) between field and office duties.

Some of the duties of this position include: project management duties, such as the development of scopes of work, requesting bids, reviewing invoices, handling inspections and contractor oversight. Working with appropriate land management agency personnel and Department staff to develop and implement project opportunities. Keeping accurate records of all program details, including tracking and reporting of annual budgets. Regular communication with Citizen Advisory Committee and scheduling of public meetings as needed.

This position can be broken down into four (4) major tasks:

 

Task 1 - Habitat Restoration/Conservation Project Development and Implementation

Act as Department representative for the Habitat Stamp Program by collaborating with USFS, BLM, and Department staff to develop habitat restoration projects that align with Department management objectives. Work collaboratively with federal partners, contractors as well as Department Regional Habitat Biologists to implement and inspect projects.

 

Task 2- Development of Projects that Specifically Benefit Fish

Strategically seek to further develop and implement both fisheries improvement projects and landscape scale habitat improvement projects that are focused on benefiting fish. Coordinate with NMDGF Fisheries Management Division to identify potential project opportunities, and collaborate with State and Federal Biologists and other conservation partners to develop and implement projects that benefit fish.

 

Task 3 - Citizen Advisory Committee (CAC) and Public Coordination

Work with members of the CAC to schedule a minimum of: (1) public meeting per year to prioritize project opportunities, (1) public meeting per year for funded project updates and a minimum of (2) completed or in-progress project field tours per year. Communicate program updates and changes with CAC and schedule additional public meetings as needed. Provide project opportunity information to the CAC and the public by working with department staff to update the Habitat Stamp Program website. Promote the HSP program through a minimum of (1) public event per year (e.g. State Fair).

 

Task 4- Program Administrative Duties

Conduct and participate in administrative duties to meet Department needs, mandates and directives. Track Program sponsored projects, budgets, bids, invoices and expenditures. Assist in the management of federal aid grants when HSP funds are being leveraged, or as directed by the supervisor. Submit all required reports, receipts and other administrative documents as per Department policies, procedures and accepted standards. Maintain all vehicles, equipment, uniforms, facilities and lands as per policy and accepted standards. Demonstrate professional business writing skills in letters, memos, emails and other official reports and documents. Demonstrate ability to effectively and professionally communicate within and across Department Divisions and with external customers. Write a detailed, concise and engaging annual program report and publish on department website.

Qualifications:

Minimum Qualification

Bachelor's degree in Forestry, Range Management, Range Science, Wildlife Biology, Environment Science, Conservation Science, Natural Resources, Watershed Management, Anthropology or Archeology and two (2) years of experience in Forestry or Range Management, Range Science, Wildlife Biology, Environment Science, or Watershed Management, Anthropology or Archeology.

 

Ideal Candidate

The ideal candidate will have experience in the following:

Experience with habitat restoration planning and implementation

Experience working on fish and/or wildlife habitat management issues in the western United States

Experience working on budget management and contract administration

Experience with project management

Experience using ArcGIS software

Salary:
$50,155 - $80,248 Annually, Mid-point: $65,201.50 Dependent upon Qualifications.
