Job Description:

This position is assigned to the Natural Sounds and Night Skies Division (NSNSD), a branch of the National Park Service Washington Office (WASO) which is housed in the Natural Resource Stewardship and Science Directorate.



This is a fully remote position.



Open to the first 100 applicants or until 08/22/2023 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

 

  • Represents Natural Sounds and Night Skies Division and the NPS in international, national, regional, and park level efforts to improve the recognition, protection, and value of the acoustic and photic environment.
  • Project management and administrative duties.
  • Works to serve parks in planning and policy efforts.
  • Leads or supports scientific research to inform planning and policy efforts.



Duties will be developmental in nature when filled below the full performance level.

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 7 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

 

Qualifications

All qualifications must be met by the closing date of this announcement-08/22/2023-unless otherwise stated in this vacancy announcement.



Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.



You must meet one of the following Basic Requirements in any series to be eligible for this position:



Social Science Series 0101:


Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.



General Natural Resources Management and Biological Sciences Series 0401:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.



General Physical Science Series, 1301:

Degree: in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience: with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:



EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Experience leading in planning efforts related to the management of the acoustic or photic environment; 2) Experience leading scientific research to identify and evaluate ecological/biological or visitor responses to the acoustic or photic environment; 3) Experience leading plans or research reports related to acoustical or photic environment. You must include hours per week worked.



To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:



EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Experience participating in planning efforts related to the management of an acoustic or photic environment; 2) Experience implementing scientific research to identify and evaluate ecological/biological or visitor responses to the acoustic or photic environment; 3) Experience writing plans or research reports related to acoustical or photic environment. You must include hours per week worked.

EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts.

-OR-

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts.



Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.



If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.



There is no substitution of education for specialized experience at the GS 12 grade level of this announcement.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.



Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire lines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

$69,107 - $133,236 per year
