Job Description:

The Department of Lands has an opening for our Lands Resource Supervisor - Forest Management position located at the Mica Supervisory Area Office, in Coeur D'Alene or the Cataldo Forest Protection District Office in Kingston, Idaho.

 

This position is in Grade M, additional information can be found: State Employee Compensation | Division of Human Resources (idaho.gov)

 

Minimum salary $29.75 per hour, rate of pay will depend on qualifications and experience.

 

 

 

 

Example of Duties

Lands Resource Supervisor Responsibilities:

 

Participates in the staff selection process by interviewing and making hiring decisions and recommendations for permanent employees

Authorized to approve all temporary employee hiring

Sets priorities and employee objectives

Creates employee development plans to accomplish department and employee goals

Creates work plans and directs activities to ensure all necessary work is completed

Evaluates employee performance by guiding employees and providing feedback

Program Management and Planning Facilitation

Coordination and evaluation of program activities to meet department goals and resource concerns

Identify land use opportunities and maximize resource manager efficiency

Prioritizing the development and implementation of management plans such as:

Forest improvement project plans

Timber sale plans and notices

Other program plans

Reviews and provides technical assistance and guidance to staff on land resource issues related to the timber program, such as:

Silvicultural plans

Statistical analyses to determine sales volumes

Road engineering

Logging engineering

Contract and lease administration

Hazard management plans

Forest Practices Act rules compliance

Administration Responsibility

Budgeting of annual program operating expenses

Temporary personnel costs

Maintenance and various projects

Reviews the accuracy of program budget accounting and approves payments

Reviews and approves expenditures within the authority

Monitors program budget throughout the year

Fieldwork is inspected and documents are reviewed for technical requirements, compliance with state and federal laws and fairness in lease/contract administration

Facilitates communications between area staff and bureaus

Public Relations Provides information in response to public, legislative and industry requests

Ensures access to endowment lands by prioritizing needs and acquiring rights-of-way

Represents the Department on committees of concern

Works with private landowners, contractors, county government officials and the general public on a case-by-case basis as the specialty warrants

Experience in:

 

Preparing and administering contracts including implementation and evaluation of contracts as well as field inspection, compliance and reporting requirements

Interpreting public land survey legal descriptions, aerial imagery and topographic and property ownership maps

Using Geographic Information System (GIS) principles and data models

Managing projects including developing and evaluating projects, preparing reports and making recommendations

Making oral presentations and providing technical assistance and program information to management, clients or public groups

Performing financial analyses to determine cost/benefit of project proposals

Interpreting and applying state and federal laws, rules and regulations related to natural resource management activities

Writing technical reports

Good knowledge of:

Effective supervisory practices

Conflict resolution methods

Other:

Possession of a valid driver's license

Specialty Minimum Qualifications:

 

Good knowledge of:

Forest management principles

Service & Regulatory Forestry (Forest Stewardship and Forest Practices Regulation)

Idaho Forest Practices Act and associated administrative rules

Forestry best management practices (BMPs) and forest management principles

Silviculture, dendrology, forest mensuration, forest engineering principles (road design and construction), soil science, and forest harvesting methods

Some knowledge of:

Forest entomology, forest pathology and land survey techniques

Experience:

Writing and reviewing forest management plans

Possession of:

 

Bachelors or Masters degree in Forest Management, or related fields
