Job Description:

This position provides supervision and management for all Game Commission owned Wildlife Management Areas and three staffed Management Areas in New Mexico. Responsibilities include the development, implementation and completion of projects related to the improvement, enhancement and management of these properties. This position will supervise three positions, guide the restoration and management of upland and riparian habitat for multiple wildlife species on wildlife management areas throughout the state, oversee the development of agricultural and moist soil production on approximately 2,000 acres for waterfowl management, and manage infrastructure and facility needs. This position has oversight and management over contracts, assigned budgets, federal aid grants, environmental and cultural compliance, price agreements and the procurement of goods and services related to the management of these properties.

 

Task 1 -- Program Management: Provide for program development and oversight on all Game Commission owned Wildlife Management Areas in New Mexico (~250,000 acres). Management activities may include wildlife habitat restoration, infrastructure maintenance, and facility repairs, along with public access management, public outreach and partnership development. Responsibilities may include all aspects of project planning, field work, and project management, including coordination of contractor and volunteer activities. Ensure projects obtain all proper environmental and cultural clearances prior to implementation. Work with the federal aid sections at the Department and the Wildlife & Sportfish Restoration Program at the US Fish & Wildlife Service to ensure assigned federal aid grants are being managed effectively and efficiently.

 

Task 2 -- Budget Oversight and Responsibility: Work with supervisor to develop program budget requests annually, and to ensure the lawful and responsible expenditure of approved budgets. Ensure adherence to obligations and reporting requirements regarding a variety of federal assistance grants that provide the Department with significant annual reimbursements of state expenditures. Work cooperatively with financial staff to ensure requests for expenditures are evaluated, approved if appropriate, and tracked.

 

Task 3 -- Supervision of Employees: Provide for oversight and management of staff located at the Ladd S. Gordon Wildlife Area, the W.S. Huey Wildlife Area and the Marquez/LBar Wildlife Area. Consistent with Department policies and procedures: develop employee performance evaluation forms that provide clear and concise job tasks and verify mutual understanding of expectations. Conduct interim performance reviews as directed. Review employee performance appraisal forms and ratings with immediate supervisor prior to final reviews with employees. Ensure staff is meeting professionalism standards as set by Agency Administration.

 

Task 4 -- Project and Contract Management: Plan and oversee projects for the management of wildlife habitat and infrastructure development on wildlife management areas statewide. Determine and define project scope and objectives. Work with supervisor to prepare budgets based on scope of work and project requirements. Develop and manage detailed project schedules and work plans. Track project costs. In addition, this position must manage various, ongoing contracts with multiple vendors and suppliers as part of project management responsibilities.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Experience with property and land management activities.

Experience working on wildlife and habitat management issues in the western United States.

Experience with project management.

Experience working with budget and contract management issues.

Experience using ArcGIS software.

 

Salary:
$73,264 Midpoint ($56,357 - $90,171 Annually)
