Deadline: Wed, 07/06/2022 - 12:00pm Employer: National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC) Job Field: Fisheries Job Type: Full Time Location: California Location Detail: San Diego, CA Job Description: Duties As a Management and Program Analyst, you will perform the following duties: • Serve as an analyst and advisor to management with responsibility for strategic, technical and business operations analysis and assessment efforts, while consistently evaluating the assigned program for the effectiveness and efficiency of overall plans, policies and procedures. • Apply knowledge of budgetary, financial, and administrative operations of the Department and the Federal budget process to develop and provide authoritative advice and interpretation of legislation, policies, and precedents. • Formulate guidelines, implement new developments, and provide policy interpretation to support contracting activities and serve as the Contracting Officer's Technical Representative, providing legal advice on contracts, cost, or audit support to achieve effective operations. • Plan and prepare Government property from acquisition through disposition; ensure assignment and use of Government property by employees/affiliates; and comply with contract requirements and procurement regulations pertaining to the use and accountability of Government-owned property. • Interpret new, updated, or established policy or regulations to provide advice on their impact to mission operations and performance management, as well as ensuring coordination of new or modified administrative/program policies, regulations, or objectives to achieve effective operations. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. NOTE: Only graduate education in excess of two years is qualifying for combination.
