The Department of Natural Resources (DNR) has an exciting opportunity within our Northwest Region as the Clear Lake Recreation Manager. 

This position provides professional-level recreational expertise and leadership on DNR uplands managed for current and future generations. Sustaining long-term ecosystem protection and productivity is achieved through professional-level long-range and short-range planning, and enhancing and managing public use on state trust lands. The economic viability of these working forests will be maintained by robust communication and coordination with users as they recreate near revenue-generating activities on trust lands. This position helps the Northwest Region achieve the mission through strong leadership, thoughtful decision-making, and excellent planning. The incumbent coordinates the recreation program, including landscape-level recreation planning, volunteer coordination, event permitting and management, coordination, and oversight of Washington Conservation Corps (WCC) and Puget Sound Corps crew projects within an assigned geographic area. In addition, the incumbent anticipates the need for grant funding sources and seeks those funding opportunities as they arise. This includes preparation of grant applications, presentations before grant funding committees, and ensuring successful implementation, including all necessary budgetary and financial aspects. This position operates under a multitude of DNR policies and Washington State laws, including the Habitat Conservation Plan (1997), Policy for Sustainable Forests (2006), relevant WACs, and the Multiple Use Concept (RCW 79.10.120).

Responsibilities:

  • Provide professional-level recreation planning for designated and non-designated (dispersed) landscapes in assigned geographic areas, which includes identifying and analyzing public use patterns and issues and recommending solutions to meet district/region and user needs based on current and future recreation forecasts. Planning for and analyzing budget allocations, as well as planning revenue-generating management activities, are required.
  • Provide professional-level project management for grant acquisitions in designated recreation landscapes, which includes researching, identifying, and analyzing environmental impacts and the necessary and required mitigations for successful outcomes. Planning for and analyzing budget requirements, coordinating volunteer match, and developing tracking mechanisms for grant funds are required. Developing grant proposals, including determining the funding needs, and preparing and presenting such proposals to external (non-DNR) groups and organizations for funding and other forms of support for the grants.
  • Supervise, evaluate, and mentor the district’s recreation staff. Staff may include recreation stewards, technicians, and education wardens. Coordinate, prioritize, and assign work projects within biennial budget parameters throughout the district.
  • Oversee WCC or other contracted resources as necessary to complete projects.
  • Set standards and track needs and accomplishments for the maintenance and development of recreation facilities and dispersed recreational areas.
  • Works to resolve sensitive resource issues with various partners. Develop and foster collaborative partnerships with diverse internal and external stakeholders to find creative and innovative solutions. Represents the department’s interests when interacting with the public where there are sensitive, complex issues, including timber harvest activities. Acts as the department’s representative in reacting to constituent or business partner inquiries.

Required Qualifications: 

  • A bachelor’s degree in natural resources, outdoor recreation, planning, or related field; AND two years of professional related experience;
    OR an equivalent combination of education and/or experience.
  • Experience working collaboratively with volunteers, user groups, and the general public on natural resources-related recreation.
  • Experience working with forest-based land-use policy and recreation-use policy and practices, such as SEPA, Forest Practice Rules, HCP, PSF, etc.
  • Experience in public outreach and education.
  • Experience working with GPS equipment and experience in basic GIS principles.
  • Working knowledge of the preparation of reports, memos, forms, records, and field notes.
  • Working knowledge of forest management activities and State trust land responsibilities.
  • Competent and/or skills in the following areas: preparing documents, preparing cost estimates, and negotiating.
  • Skills in effective written and oral communication.
  • Accustomed to working alone and independently in remote locations.`
