Job Description, Responsibilities and Required Qualifications or Skills

MAJOR DUTIES: Based at the J. Strom Thurmond Project Office, serves as a Seasonal Park Ranger within the Recreation Management team. Thurmond is a large multiple-purpose lake project consisting of a Recreation Program that manages 51 Corps operated recreation areas.  Selectee will also gain experience in Natural Resources Management, Shoreline Management, and Operations & Maintenance (O&M) Contracting that provides high quality facility maintenance services. The season typically runs from April until September, depending on workload and projects the dates may be extended or shortened. This position works primarilydays, evenings, and weekends, including holidays, throughout the recreation season. Opportunities to gain experience in:

 

• Visitor assistance & public safety

• Patrols by vehicle, foot, and boat

• Working with the public in a positive manner

• Explaining and enforcing park rules and regulations

• Recreation area management to include, but not limited to, campground management and R1S reservation system administration, day use area management and recreation use fee/annual pass program, project volunteer program, aids to navigation and project sign programs, data collection/input, law enforcement liaison, partnering efforts, and water safety/public involvement programs.

• Shoreline management, resource protection, & permit handling

• Water safety and mission education, including group programs

• Fisheries & wildlife habitat management

• Water quality monitoring

• Administration and quality assurance of contracts

• Working in a federal government agency environment

 

WORKING CONDITIONS:

 

1. Incumbent must be willing to work in inclement weather such as heat, cold, rain and/or snow.

2. Exposure to stinging insects (possible reaction - anaphylactic shock) and poisonous plants may be encountered.

3. Incumbent must anticipate using various hand tools such as axe, shovel, power saw, and related tools.

4. Incumbent's normal workweek will include weekends (Saturdays and Sundays), holidays, and night work.

5. Incumbent is subject to unscheduled overtime work at all hours in case of fire, accident or other emergency.

QUALIFICATIONS REQUIREMENTS:

 

General and/or Specialized Experience: Six months of general experience which includes experience in administrative, professional, technical, investigative, or other responsible work as qualifying as long as the experience provided a familiarity with natural or cultural history; fish or wildlife habitat characteristics; techniques of resource protection and use; recreational use of public lands and facilities; enforcement of laws, rules, or regulations; fire prevention techniques and fire suppression methods; or the practice of interpersonal relations skills in dealing with the general public; AND six months of specialized experience which includes experience in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work as qualifying with specific examples such as park guide or tour leader; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; or management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations.

 

OR

Education: Two years of education above the high school level with twelve semester hours of related course work in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages.

 

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Natural resources and environmental stewardship experience

Employment of Relatives:  In accordance with 5 CFR part 310, an employee may work in the same agency with a relative when there is no direct reporting and the relative is not in a position to influence or control the individual’s appointment within the agency.

 

Other Requirements:

• Appointment may be subject to a suitability or fitness determination, as determined by acompleted background investigation.

• Male applicants born after December 31,1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

• Direct Deposit of Pay is required.

 

Conditions of Employment:

 

• Incumbent is required to wear a Natural Resource Management Park Ranger Uniform as prescribed by ER 670-2-l.

• Incumbent must obtain and maintain a valid, State-issued Motor vehicle Driver's license.

• Incumbent must obtain and maintain a Cardiopulmonary Resuscitation (CPR) with Automatic External Defibrillator (AED) within 90days from entrance on duty.

• Incumbent must obtain and maintain a First Aid Certification within 90 days from entrance on duty.

• A pre-employment physical is required.
