Job Description:

Ocean Associates, Inc. (OAI) is seeking candidates to support the NOAA National Ocean Service National Centers for Coastal Ocean Science (NCCOS) as the Program Manager for its NCCOS employees. We are seeking candidates for this work prospectively, which is dependent on award of contract. OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services and stakeholder engagement, and supporting government contracts.

 

NCCOS conducts research assessments and monitoring studies through its intra-and-extramural programs in all US coastal states and territories. Activities include scientific field and survey work along coasts and on nearshore boats and deep sea research ships; laboratory research using complex methodologies and instrumentation; use of sophisticated statistical, data analysis, modeling and digital mapping tools and software; data management; preparation of reports and manuscripts; delivery and transition of research to applications for coastal management and other clients and users; facility and safety operations; contract and grants management, and the wide variety of business operations support

 

The Program Manager will be OAI’s primary administrative representative having full authority to act on matters pertaining to the performance of the services performed by OAI for NCCOS at its Charleston SC, Beaufort NC, Oxford MD, and Kasitsna Bay, AK locations. While most placements of contracted personnel will be at these locations, some positions consistent with these tasks could be at other locations determined to best support the NCCOS mission. The Program Manager will be responsible for all aspects of performance (i.e., technical, contractual, administrative, and financial). The Program Manager will provide overall supervision of on-site OAI personnel, act as primary interface between Government and contractor personnel, and review and monitor contractor technical work for overall quality, efficiency, and timeliness.

 

Duties:

 

Provide monthly and quarterly reports of progress toward products.

Accept and process changes to individual positions, fill new requirements.

Communicate with NCCOS Contract Officer Representative (COR) on any unusual situations.

Meet monthly with COR to review invoices.

Carry out orientation on new contract staff, providing COR all background/security information requiredfor processing.

Manage a system for reporting time and attendance, and processing leave requests.

POC for staff to call in when they are going to be absent, provide notification to work group

Provide performance reviews for contract staff.

Respond to contract staff payroll, benefits, training and travel questions.

Communicate contractor policies to contract staff.

Provide miscellaneous administrative reports to COR as requested.

Salary and Benefits: This is a full-time position with benefits. Salary commensurate with experience. ($58 to $72/hr.)

Qualifications:

Required Knowledge and Experience

 

Bachelor’s degree in biology or related field. (Masters Degree preferred)

Progressively responsible experience in managing employees at more than one geographic location in a scientific environment requiring strict adherence to safety procedures.

Ability to work effectively both individually and collaboratively in a team/group setting.

Ability to receive constructive feedback and implement appropriate action.

Project Management Professional Certification (preferred).

Salary:
$58 - $72 / Hr. DOE
