Position Summary

 

Responsible for day-to-day management of the city’s Brownfield Redevelopment Program. Works in collaboration with other DMD divisions, city and county departments, and outside agencies to remediate environmentally unsafe conditions and redevelop brownfield properties. Communicates frequently with DMD leadership to ensure there is coordination with other ongoing neighborhood redevelopment projects. Work performed in this position has a significant impact on neighborhoods and the public’s perception of the city’s programs, functions and ability to respond effectively to areas of public concern. Position Responsibilities

 

Oversees the brownfield-related contracts for compliance; includes occasional inspection of sites. Handles oversight of purchasing and contracting processes for the brownfields program, and completes all paperwork necessary for procuring contractual services. Reviews and responds to citizen’s questions and concerns, and Access to Public Records Act requests.Assists the Program Manager with administering Program finances. Attends neighborhood meetings as appropriate to educate the public and address neighborhood concerns. Communicates with the Environmental Protection Agency, Marion County Health Department, Community Development Corporations and City agencies as necessary.Oversees organization and maintenance of Brownfield Program information database.Point of contact for contractors and City officials for specific remediation efforts, while ensuring that appropriate safety and communication are alongside City efforts. Qualifications:
Qualifications

 

Bachelor’s degree in Public Administration, Planning, Business Management, Geology, Chemistry, Natural Resources Management, or Law or related field from an accredited college or university. Prior work in government or related to project management related to environmental contamination strongly preferred. An equivalent combination of education and experience may be substituted. Must maintain effective working relationships with a full range of city/county colleagues, community leaders and private contractors. Excellent public speaking, writing, and listening skills are crucial, as is attention to detail. Ability to perform multiple complex and high-profile tasks simultaneously is required. Knowledge of city government’s inner-workings and the region’s development, or the ability to quickly acquire such knowledge, is essential for this position. Must be able to attend meetings and perform work outside of the office. Computer literacy is required, including proficiency in GIS and Microsoft Excel. Valid Indiana operator/driver license is required.

 

Independent Judgment

 

Incumbent helps ensure that city and department policies and procedures and the terms of third-party contracts are adhered to in an effective manner. Requires minimal supervision, and regularly uses independent judgment when policies or procedures are not available. Errors in judgment may cause inconsistencies and inconveniences making for negative public perception and financial loss. Seeks appropriate guidance from Assistant Administrator of Brownfields and/or Administrator of Community Economic Development.

Salary:

$40,500.00 Annually
