Job Description:

The Records and Data Management Clerk for the Wyoming State Forestry Division of the Office of State Lands and Investments is also known as the Incident Qualification System Technician (IQS Tech.). The Incident Qualification System Technician position tracks wildland fire training courses and individual firefighter training records according to NWCG (National) and State of Wyoming Standards for personnel protecting State Trust Lands and local firefighters Statewide. This includes maintaining master training records for all firefighters in the state, as well as compiling and auditing training rosters. This position also provides technical expertise to many counties in regard to record administration software. This position plays an important role in filling county and volunteer requests for service.

 

The Incident Qualification System Technician allows the WSFD to be successful in the implementation of the Wyoming Forest Action Plan and is essential in supporting Wyoming State Forestry Division's mission. It allows the Wyoming State Forestry Division to provide high-quality service to Wyoming's County and Volunteer Fire Departments.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 

-Enters a large amount of data in the IQS (Incident Qualification System) database which includes persons' master records, training records, and fire experiences for all redcarded volunteer firefighters personnel with an Engine Boss and below level qualification.

-Gathers, examines, establishes, analyzes, records, and maintains redcarded personnel documentation in IQS Database.

-Corresponds via phone, mail, and email with County Fire Wardens, local fire chiefs, and volunteer firefighters regarding their personal training records.

-Assists Fire Training specialist with training rosters from instructors by mail, email, or fax and enters training records in the IQS database. 

-Ensures information on the training rosters is accurate, and legal and complies in accordance with NWCG and State of Wyoming rules, regulations, and statutes.

-Generates and mails completion certificates.

-Enters data in the Monthly Training Report spreadsheet which is used by the Division in the Annual Rural Fire Report.

-Assists Fire Training specialist with processing training materials orders placed. 

-Provides administrative support to other Agency personnel and programs as requested and/or assigned such as answering phones, preparing course materials, and providing assistance to instructors.

-Files persons' master records for all Engine Boss and below-level personnel electronically, keeps an inventory of files, and prepares files for archiving using the IQS Database.

-Corresponds with the public and other agencies, providing and/or gathering information relating to redcards and/or wildland training courses.

-Identifies and prepares reports as appropriate and as needed.

-Assist with the coordination of Smokey Bear Fire Prevention events. 

-Participates in data entry Special Projects from the Fire Management Team. 

-Perform other job-related duties as assigned. 

Qualifications:

PREFERENCES:

 

-Preference may be given to candidates with experience working with the Incident Qualification System (IQS).

-Preference may be given to candidates with knowledge of the National Wildfire Coordinating Group (NWCG) regulations pertaining to wildland firefighter qualifications and approved courses.

-Preference may be given to candidates with knowledge of Wyoming State regulations pertaining to wildland firefighter qualifications and approved courses.

Preference may be given to candidates with strong time management, great attention to detail, and organization skills.

 

 

KNOWLEDGE:

 

-Knowledge of Google Applications and Microsoft Word, Excel, Adobe Acrobat, Google Forms, documents, and spreadsheets.

-Ability to use, maintain and troubleshoot office equipment (copier & scanner).

-Knowledge of personal computers including software such as word processors, spreadsheets, and hardware, such as scanning and imaging systems.

-Knowledge of concepts and current practices of government management including budgets, personnel, purchasing, and legislative and administrative processes.

-Knowledge of statistical analysis and data compilation proficiencies.

 

MINIMUM QUALIFICATIONS:

 

Education:

Associate's Degree(typically in Records or Data Management)

 

Experience:

0-1 year of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Technician

 

OR

 

Education & Experience Substitution:

2-4 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Technician

 

Salary:
$18.56 - $20.62 Hourly
