Job Description:

Research Forester or Research Economist in the area of Forest Business Administration and Conservation Finance.

 

Duties

Plan, conduct and publish research designed to improve the measurement and understanding of a complex system of natural resources management issues and the associated economic impacts at multiple scales.

Participate in efforts to seek and obtain funding from outside sources and to form research teams.

Provide national and international leadership promoting collaborative development of new knowledge regarding how public and private forestland management is aff ected by government policiesand private sector institutions.

Provide new research insights into the values of and markets for forest-based ecosystem services.

 

Qualifications:

In addition, applicants must meet the following requirements for classification at GS-12:

 

One year of specialized experience equivalent to at least the GS-11 grade level in the federal service. To qualify, specialized experience must include all the following:

- Conducting the full cycle of scientific research (including identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities) in one or more of the following areas: policies and programs affecting forest management; forest management decision-making at the individual or organizational level; emerging or potential future markets or payment mechanisms for forest-based ecosystem services such as carbon, water, or hazardous fuels treatment; forest business and investment.

- Ability to analyze multiple complex data sources, using qualitative analysis, econometrics, operations research, and simulation methods.

- Ability to use soft ware for statistics/econometrics, qualitative data analysis, programming, and geographic information systems.

- Disseminating research findings at conferences or scientific meetings and publishing results in peer-reviewed journals.

 

OR

 

Conferred Ph.D. degree or equivalent doctoral degree in a research area related to the work of this position which is advanced economic theory, including trade theory and production economics; advanced econometrics and/or spatial statistics methods; and/or natural resource management, including forestry and potentially wildfire management.

 

 

Conditions of Employment

Must be a U.S. Citizen or National.

Males born after 12-31-59 must be registered for Selective Service or exempt.

Subject to satisfactory adjudication of background investigation and/or fingerprint check.

Completion of a three-year probationary period required in accordance with the USDA Demonstration Project Authority. During this time, employee's conduct and performance will be monitored to determine if employee will be retained.
