Job Description:

-Manages the stormwater program for the maintenance, repair, and construction of stormwater assets located in city rights-of-way, easements, parks, FEMA properties and all other city properties. Plans, coordinates, implements, and supervises a wide variety of maintenance and repair tasks.

 

-Manages the maintenance and upkeep of all stormwater facilities, equipment, amenities, and systems. Maintains asset management plan of all structures, pipes, detention ponds, and green infrastructure.

 

- Responds to customer complaints, conducts stormwater investigations, and makes determinations on public or private ownership of stormwater infrastructure.

 

-Manage contracts and budgets for on-call stormwater contracts, compliance related contracts, and green infrastructure contracts.

 

-Maintains spreadsheets, records, and inventories of work orders, equipment, supplies, and projects.

 

-Reviews and updates Tax Digest for Stormwater Utility Fee.

 

-Develops, recommends, and implements a comprehensive asset management plan. Coordinates with other divisions and departments on locations and opportunities for green infrastructure. Ensures that all stormwater systems are maintained to a high standard.

 

-Develops, recommends, and implements a comprehensive green infrastructure plan.

Ensures that all city green infrastructure assets are maintained to a high standard.

 

-Manages the stormwater compliance program including meeting all the requirements of the MS4 permit.

 

-Researches opportunities for grants and special financing for stormwater and works with the Public Works Director on applying for and managing grant and special financing funds.

 

-Effectively hires, trains, supervises, evaluates, and manages performance of assigned staff. Provides coaching and corrective action with staff as appropriate. Reviews and approves timesheets and develops employee work schedules in accordance with program needs and union contract requirements. Establishes systems and methods for training, motivating, and supervising work team and a system of communication/cooperation among staff.

 

-Oversees safety training, develops, and enforces safety policies and procedures.

 

-Develops program area goals and objectives, organizes and delegates day-to-day operations and special projects. Develops policies, procedures, and best practices for program area. Ensures work standards adhere to regulations, policies, and procedures.

 

-Investigates and responds to all public requests, issues, and complaints in a courteous prompt manner. Prepares correspondence and conducts research as needed.

 

-Responsible for managing the annual operating budget of the stormwater division and building maintenance division.

Qualifications:

-Bachelor’s degree and two years management experience in Civil Engineering., Environmental Science, Landscape Architecture, or an Associates Degree with closely related experience OR an equivalent combination of education, training, and experience.

 

-Preferred candidate should have State Licensure such as Professional Engineer, Professional Landscape Architect, etc.

 

-Valid state driver's license.

-Exercises good judgment by making sound and well-informed decisions; perceives the impact and implications of decisions; makes effective and timely decisions, even when data are limited, or solutions produce unpleasant consequences; Identifies problems and uses logic, judgment, and data to evaluate alternatives and recommend solutions to achieve the desired organizational goal or outcome.

Salary:
79,162 - 117,009
