The Department of Natural Resources (DNR) has an exciting opportunity within our Northeast Region.

The Northeast Region is looking for a Contracts Specialist 1 to support our State Lands Timber Sale and Silviculture programs. The person we are looking for is someone who is a proven team player, self-motivated, detail-oriented, has great organizational skills, and displays an effective form of communication both verbally and in writing to coworkers and partners.

The Contract Specialist reports directly to the region’s Proprietary Forester and performs contract administration work, with the responsibility for the administration of contracts, agreements, and letters of understanding to provide or obtain services or goods for the agency. This position aids Northeast Region staff in preparing land management documents for DNR-managed forested lands in the Northeast Region that are consistent with the department’s Policy for Sustainable Foresters, and other policies and procedures.  

The Contract Specialist will work closely with multiple programs in the DNR as well as numerous external partners and contractors. Responsibilities:
Timber Sale Contracts Development and Monitoring

  • Prepare and process timber sale review documents and advertising materials.
  • Review and analyze contracts and other associated documents for completeness, adherence with Board of Natural Resources and Agency policy and procedures, ensure consistency with agency and region standards, and identify contract teams and language suitable to comply with policies, procedures, and standards.
  • Independently work with contract administrators, timber sale purchasers, logging contractors, and the scaling bureau to ensure compliance with scale and tonnage timber sale contracts, and log and load accountability requirements. 

Silviculture Contract Development and Financial Monitoring

  • Prepare silviculture contracts for review by the Region and Division, in preparation for public auction.  
  • Performs contract administration tasks by reviewing and auditing fiscal documents using established policies and procedures on active silviculture contracts.

Timber Sale, Contract Harvest and Silviculture Auctions

  • Assist in timber sale and contract harvest auctions. Reviews sealed bids, bid bonds, and big deposits for completeness and accuracy.

Supervision of Fiscal Specialist 1

 

 

Required Qualifications: 
 

  • A Bachelor’s degree in Business Administration, Public Administration, Business Law, Commerce, Economics, Mathematics, Statistics, ora  closely related field AND one year of experience in negotiating, administering, or terminating contracts, contract property management, contract cost or price analysis, contract compliance administration; 
    OR a combination of education and/or experience equivalent.
  • Experience with Microsoft Word and Excel.
  • Skills in supervision to include: directing the work of others, planning and conducting office operations, and planning development.
  • Effective Communication, both verbally and in writing.
