Introduction

This recruitment is for a position to serve as Washington Office-- Fire and Aviation Management Unmanned Aircraft System (UAS) Specialist-- Pilot Standards; this position reports to the US Forest Service National UAS Program Manager.

About the Position: This position serves as the Unmanned Aircraft System Specialist (Aviation Management Specialist) supporting the Unmanned Aircraft System (UAS) Program Manager by administering the UAS pilot standards program. This position is responsible for the development and administrations of the UAS pilot standards program and serves as principal advisor on UAS administrative and technical matters.

The Unmanned Aircraft System Specialist (Aviation Management Specialist) provides national leadership, program development and implementation of UAS policies, standards, and procedures to guide and control a whole range of complex programs. Evaluates fire and aviation programs for compliance with program goals and objectives. Responsible for developing, reviewing, and analyzing new or proposed UAS aviation policies, procedures, and guidelines that impact a significant organizational segment of an agency. Evaluates effectiveness of programs through quality assurance reviews of UAS operations.

This position is unique, challenging and fast paced, extensive communication skills and abilities in working with a wide variety of people utilizing tact and discretion to accomplish assignments. Tact, diplomacy, judgment, negotiation skills, and ability to work with associates are all essential to the UAS program. Knowledge of unmanned technology utilization, Interagency collaboration, experience as a UAS pilot, and UAS training will be essential.

Qualifications:

Special Requirements:

Ninety days of experience as a primary/rigorous wildland firefighter or equivalent experience outside federal employment as a basic qualification requirement for this position. This position was approved for secondary firefighter retirement coverage by USDA under FERS and CSRS on 08/08/2014, B2.

 

In accordance with USDA Department Regulation 4430-792-2, this position is a Testing Designated Position (TDP) under the USDA Drug Free Workplace Program and subject to pre-employment drug testing. Incumbents of this position may be required to submit to a urinalysis on an ongoing random basis.

 

This position requires experience and knowledge of UAS operations, being a carded UAS pilot is highly recommended.

About the Forest Service Aviation Division:

The Forest Service Washington Office Aviation Division maintains offices in Washington DC and in Boise, Idaho. The Boise office is located at the National Interagency Fire Center (NIFC). The Aviation Division in Boise includes the Branches of Airworthiness, Pilot Standardization, and Aviation Operations. The Assistant Director Aviation, Aircraft Program Management Branch Chief and the Aviation Business Operations Branch Chief work in the Forest Service headquarters in Washington DC. The Aviation Strategy Branch works remotely in Portland Oregon. The Aviation Operations Branch operates nationally and internationally providing program oversight, coordination, training, technical services, and operational support to FS Regions and field offices as well as cooperating agencies for wildland fire, resources management, forest health, law enforcement and other "all-risk" incident management operations
