Deadline: Tue, 11/29/2022 - 12:00pm Employer: NC Forest Service Job Field: Forestry Water and Soil Resources Job Type: Full Time Location: North Carolina Location Detail: Wake County Job Description: The Water Resources Staff Forester (WRSF) position is accountable to serve as a subject matter expert on water-related regulatory oversight of silviculture in North Carolina; and specifically represent the NC Forest Service among the agency’s diverse base of customers and stakeholders. Activities engaged by the position incumbent include coordinating the statewide NCFS water quality program, specifically related to the Forest Practices Guidelines (FPGs) related to water quality; serving as the primary subject matter expert (SME) and technical specialist for assisting internal and external customers in: Determining compliance with FPGs, Riparian Buffer Rules, and other water quality regulations as they pertain to silviculture; Interpreting and complying with the Federal “Waters of the U.S.” rule as is relates to silviculture practices; Providing guidance regarding compliance to Federal wetlands silviculture requirements; Acting as the primary NCFS Liaison with NCDEMLR, NCDWR, NCDWM, USACE, USFWS and the USEPA; as it relates to rulemakings, rules interpretations and referrals for potential violations of water quality standards on forestry - silviculture sites; Managing the FPG rules review and re-adoption process; Maintaining and revising, as needed, NCFS Policy & Procedure that are related to water quality or wetland program delivery and services; Training NCFS personnel of FPGs, Riparian Buffer Rules, and other water quality rules; and Serving as staff liaison coordinator for the Forestry Technical Advisory Committee (TAC). This position is also partially accountable to deliver forest management products, publications and services for the Forest Management Branch within the FM/D Division of the agency. Qualifications: Knowledge of primary state and federal water-related rules and laws that govern silvicultural activities, including the FPGs, buffer rules, waterway obstruction laws, wetland rules and Endangered Species Act 4(d) rules tied to aquatic species. Knowledge of forestry BMPs or similar protective measures that are focused on water quality, or erosion & sediment control, or stormwater, or overall watershed conservation through forest management. Ability to manage multiple projects; meet deadlines; and provide overall customer service to a wide variety of customers. MANAGEMENT PREFERENCES: Accreditation in, or functional awareness of, the National Incident Management System or Incident Command System. Currently a N.C. Registered Forester. Combined professional forestry experience of 10+ years in forest industry and/or state forest agency Certified under the Surface Water Identification Training and Certification (SWITC) Program. Minimum Education and Experience Requirements Bachelor's degree in Forestry from a Society of American Foresters (SAF) accredited institution and three years of related professional Forestry experience; or Registered by the NC Board of Registration for Foresters and three years of related professional post-registration Forestry experience. Necessary Special Requirement Those not registered at the time of hire must obtain registration as a Forester from the NC Board of Registration for Foresters within one year of employment.
