Job Description:

The North Carolina Forest Service is a team of professionals who provide forest protection, emergency response, resource management and environmental education to the residents and landowners of North Carolina through a variety of programs.  The NC Forest Service provides services to the 100 counties in North Carolina.

 

The Water Resources Staff Forester (WRSF) position is accountable to serve as a subject matter expert on water-related regulatory oversight of silviculture in North Carolina; and specifically represent the NC Forest Service among the agency’s diverse base of customers, stakeholders and interagency cooperators. Activities include coordinating the statewide NCFS water quality program, specifically related to the Forest Practices Guidelines Related to Water Quality (FPGs); serving as the primary subject matter expert (SME) and technical specialist for assisting internal and external customers in (1) Determining compliance with FPGs, Riparian Buffer Rules, and other water quality regulations as they pertain to silviculture;  (2) Providing guidance regarding compliance to Federal wetlands silviculture requirements; (3) Acting as the primary NCFS Liaison with NCDEMLR, NCDWR, NCDWM, USACE, USFWS and the USEPA; as it relates to rulemakings, rules interpretations, complaints, and referrals for potential violations of water quality standards on forestry - silviculture sites; (4) Maintaining and revising, as needed, NCFS Policy & Procedure that are related to water quality or wetland program delivery and services; (5) Training  on FPGs, Riparian Buffer Rules, and other water quality rules; and (6) Serving as staff coordinator for the Forestry Technical Advisory Committee (TAC) and as a liaison with other affiliated cooperative agency’s or organization’s committees. This position is also partially accountable to deliver forest management products, technical assistance, and services for the Forest Management Branch within the FM/D Division of the agency.

Qualifications:
Knowledge, Skills and Abilities / Competencies

 

  • Knowledge of forestry water-related regulations.
  • Knowledge of forestry Best Management Practices.
  • Strong verbal and written communication skills.

 

MANAGEMENT PREFERENCES:

  • N.C. Forest Service experience.
  • Knowledge of the Forest Practices Guidelines Related to Water Quality (FPGs).
  • Knowledge of state and federal regulatory agencies.
  • Physical stamina to work outdoors for long periods of time under adverse conditions.

 

Minimum Education and Experience Requirements

Bachelor s degree in Forestry from a Society of American Foresters (SAF) accredited institution and three years of related professional Forestry experience; or Registered by the NC Board of Registration for Foresters and three years of related professional post-registration Forestry experience.



Necessary Special Requirement- Those not registered at the time of hire must obtain registration as a Forester from the NC Board of Registration for Foresters within one year of employment.
